Terms of Reference (TOR)
Position: Strategic Partnerships and Stakeholder Engagement Officer (Kakuma)
DUTY STATION Kakuma Municipality, Turkana County (including Kakuma and Kalobeyei Refugee Settlements).
CONTRACT DURATION One (1) year, renewable based on satisfactory performance, organizational need, and availability
of resources.
REPORTING LINE The Officer will report to the Strategic Partnership Manager, who will provide technical leadership
and guidance on stakeholder engagement, partnership development, institutional positioning,
networking, advocacy, coordination, and representation of Nawiri Impact Africa within Kakuma
Municipality and Kalobeyei Refugee Settlement.
1. Background
World Relief Kenya (WRK) is transitioning into Nawiri Impact Africa (NIA) as part of its localization agenda, positioning itself as
a nationally led humanitarian and development organization committed to delivering sustainable, community-driven
programming across Kenya.
As part of this transition, there is a strategic need to establish and strengthen Nawiri Impact Africa’s institutional presence
within Kakuma Municipality, including the Kakuma and Kalobeyei Refugee Settlements. The organization seeks to proactively
engage key government institutions, humanitarian agencies, refugee coordination structures, faith-based organizations,
community leaders, refugee-led organizations, and development partners to position Nawiri Impact Africa as a credible,
trusted, and locally led partner.
To support this objective, Nawiri Impact Africa seeks to recruit a highly experienced Officer who possesses an in-depth
understanding of the Kakuma humanitarian landscape, established professional networks, and the ability to effectively
represent the organization in coordination forums and stakeholder engagements.
The Officer will also support the implementation of ongoing Church Network programming while strengthening relationships
with existing and potential partners to create opportunities for future programming, strategic collaboration, and institutional
growth.
2. Purpose of the Assignment
The Officer will serve as Nawiri Impact Africa’s field-based focal person for institutional positioning and strategic engagement
within Kakuma Municipality and Kalobeyei Refugee Settlement and where needed, travel to other counties as and when
needed from time to time.
The assignment is intended to strengthen the organization’s visibility, credibility, and influence by establishing and nurturing
strategic relationships with key stakeholders, representing the organization in coordination platforms, identifying partnership
and resource mobilization opportunities, and supporting ongoing programme implementation.
The Officer will play a critical role in positioning Nawiri Impact Africa as a trusted, nationally led humanitarian and development
organization while supporting the transition process and strengthening existing Church Network interventions.
3. Specific Objectives
The Officer will support Nawiri Impact Africa to:
• Strengthen institutional visibility and positioning within Kakuma Municipality and Kalobeyei Refugee Settlement.
• Build and maintain strategic relationships with humanitarian, development, government, church, refugee, and host
community stakeholders.
• Represent Nawiri Impact Africa in coordination meetings, technical working groups, stakeholder forums, and other strategic
engagements.
• Support ongoing Church Network interventions and strengthen relationships with churches and community leadership
structures.
• Identify partnership, collaboration, and resource mobilization opportunities.
• Support the successful transition and institutional acceptance of Nawiri Impact Africa within Kakuma.
• Help draft concepts and capacity statements to position for donors and partners.
• Assist in story telling for visibility and impact reporting.
4. Key Roles and Responsibilities

A. Strategic Stakeholder Engagement
• Develop and maintain a comprehensive stakeholder mapping for Kakuma Municipality and Kalobeyei Refugee Settlement.
• Build and strengthen strategic relationships with key stakeholders operating within the humanitarian and development
sectors.
• Facilitate introductions and institutional engagement between Nawiri Impact Africa and prospective partners.
• Establish and maintain productive relationships with:

• Represent Nawiri Impact Africa in humanitarian coordination meetings, technical working groups, partner forums, and
stakeholder engagements as delegated.
• Promote the organization’s vision, mission, values, and strategic priorities.
• Ensure professional representation that strengthens institutional credibility.
• Prepare briefing notes and engagement reports following meetings.
C. Partnership Development
• Identify strategic partnership opportunities.
• Support the establishment of institutional partnerships and collaborations.
• Identify emerging donor and programming opportunities.
• Maintain a stakeholder engagement tracker.
• Support institutional positioning initiatives that contribute to future resource mobilization.
D. Church and Community Engagement
• Support implementation of Church Network activities within Kakuma.
• Strengthen relationships with pastors, Church Network Committees, and church leadership.
• Support community mobilization and stakeholder dialogue.
• Promote collaboration between Church Networks and humanitarian actors where appropriate.
• Strengthen community ownership and participation in programme implementation.
E. Coordination and Information Management
• Monitor emerging humanitarian and development issues within Kakuma and Kalobeyei.
• Provide weekly intelligence reports highlighting opportunities, risks, and emerging trends.
• Maintain an updated stakeholder engagement database.
• Share strategic information to support organizational planning and decision-making.

5. Expected Deliverables
By the end of the assignment, the Officer shall have produced:
• A comprehensive stakeholder mapping for Kakuma and Kalobeyei.
• A stakeholder engagement and institutional positioning plan.
• An updated stakeholder database with engagement status.
• Weekly stakeholder engagement reports.
• Reports from coordination meetings attended.
• Documentation of partnership and collaboration opportunities identified.
• Recommendations for strengthening Nawiri Impact Africa’s visibility and institutional presence.
• A comprehensive end-of-assignment report highlighting achievements, lessons learned, challenges, opportunities, and
recommendations for sustaining strategic engagement within Kakuma.
6. Minimum Qualifications and Experience
Education
• Bachelor’s Degree or Diploma in Community Development, Development Studies, International Relations, Peace and
Conflict Studies, Social Sciences, Humanitarian Studies, Project Management, or a related discipline.
Experience
The successful candidate must demonstrate:
• A minimum of three (3) years’ professional experience working within Kakuma Municipality and/or Kalobeyei Refugee
Settlement.
• Demonstrated experience engaging humanitarian coordination structures.
• Experience representing an organization in coordination meetings and stakeholder forums.
• Strong understanding of refugee programming and host community dynamics.
• Experience working with faith-based organizations will be an added advantage.
• Strong understanding of Turkana County Government systems and humanitarian coordination mechanisms.
• Established professional networks within Kakuma humanitarian and development sectors.
Preference will be given to candidates who are residents of Kakuma or possess extensive professional networks within the
area.

10. Supervisory Arrangements
The Officer will report to the Strategic Partnerships Manager, who will provide supervision on stakeholder engagement,
partnership development, institutional positioning, networking, advocacy, and representation.
The Officer shall submit:
• A weekly work plan to the Strategic Partnerships Manager.
• Weekly stakeholder engagement reports to the Strategic Partnerships Manager.
• A monthly progress report highlighting stakeholder engagements, coordination meetings attended, opportunities identified,
partnerships initiated, challenges encountered, and recommendations.
• A comprehensive end-of-assignment report summarizing achievements, lessons learned, stakeholder mapping updates,
partnership opportunities, challenges, and recommendations for strengthening Nawiri Impact Africa’s long-term positioning
within Kakuma.
