Embu Water and Sanitation Company Limited, a private water utility Company fully
owned by the County Government of Embu and with a mandate to provide water and
sanitation services in Embu County is seeking to recruit a self-driven individual for the
positions.

1. OPERATIONS AND NON-REVENUE WATER (NRW) MANAGER.
JOB REFERENCE: EWASCO/HR/TECH/001/2026

Reporting to the Head of Technical Services, the successful candidate will be
responsible for overseeing and coordinating all water distribution activities including
plant operations, Non-Revenue Water management, quality assurance and maintenance
of minimal levels of water wastage.
Key Responsibilities
Managerial Responsibilities
1. Provide strategic direction and coordination in managing water distribution,
sewerage, quality assurance, and non-revenue water functions to ensure efficient
utility operations.
2. Deliver effective leadership and supervision to departmental staff, fostering
performance and professional development.
3. Ensure adequacy and proper allocation of working tools, resources, and
infrastructure necessary for all operational functions.
4. Participate actively in preparing comprehensive annual departmental budgets,
ensuring alignment with operational goals.
5. Oversee budget compliance by monitoring spending prudently and timely,
adhering to approved financial limits.
6. Conduct performance management activities for sections under supervision,
including evaluation and improvement initiatives.
7. Guarantee timely and accurate reporting of sectional performance to facilitate
informed decision-making.
8. Develop, implement, and maintain sound systems, policies, and procedures to
support the effective and compliant functioning of the department.
Operational Responsibilities
1. Prepare designs and bills of quantities for various water-related projects to guide
project execution and resource estimation.
2. Ensure achievement of set targets related to water distribution and plant
deliverables through effective operational oversight.
3. Develop and submit proposals for water distribution projects, advancing
continuous system improvements.
4. Establish and maintain collaborative networks with key stakeholders, including
government bodies and private institutions, to facilitate effective technical
operations.
5. Analyze operating targets, modes of operation, and sectional performance to
anticipate challenges; implement mitigation measures to resolve operational
issues proactively.
6. Improve operational quality by evaluating processes, recommending redesigns,
workflow modifications, and team structure adjustments to enhance efficiency.
7. Set operational priorities by assessing objectives, ensuring efficiency, cost savings,
safety, environmental quality, and timeliness in achieving goals.
8. Identify and troubleshoot operational problems through monitoring system
performance, investigating complaints, and incorporating feedback from
supervisors and operators.
9. Maintain a safe and healthy work environment by enforcing internal and statutory
standards and procedures.
10. Collect, analyze, compile, and submit required reports to management and
regulatory bodies to maintain transparency and accountability.
11. Engage in continuous professional development to stay current with engineering
and operational trends, including evolving industry standards and technologies.
12. Perform any other duties as assigned to support department and utility objectives.

Key Qualifications and Experience
1. Bachelor’s degree in Civil or Water Engineering
2. At least 10 years’ experience, 3 of which should be in a managerial position.
3. Must have experience in the design of water and wastewater infrastructure

2. SECURITY OFFICER
JOB REFERENCE: EWASCO/HR/CORP/001/2026

Reporting to the Administration and Logistics Manager, the successful candidate will
be responsible for to coordinate provision of security of all Company assets and
Company property.
Supervisory Responsibilities
1. Supervise duties performed by Assistant Security Officers.
Operational Responsibilities
1. Implement security services, practices, and procedures across Company premises.
2. Secure premises and personnel by patrolling, monitoring CCTV, inspecting
buildings, equipment, exits, doors, and windows, ensuring closure after
operations.
3. Develop and enforce standard operating procedures for incident reporting and
response.
4. Liaise with law enforcement on suspected or reported criminal activities.
5. Lead investigations and follow-up on cases involving loss of Company property.
6. Plan, coordinate, and continuously monitor security operations, including weekly
security checks at satellite offices.
7. Examine gate registers to monitor and control traffic flow.
8. Investigate individuals suspected of suspicious activities and prevent losses by
reporting irregularities and restraining trespassers.
9. Maintain accurate security and safety data records in both electronic and physical
formats.
10. Respond promptly to emergencies to assist employees and customers.
11. Represent the Company in court proceedings related to security matters.
12. Oversee and ensure outsourced security firms perform their duties effectively.
13. Assist in managing security incidents, including handling offenders as necessary.
14. Prepare and submit detailed security reports as required.
15. Engage in continuous professional development to remain current with security
industry trends.

3. PLANT OPERATOR
JOB REFERENCE: EWASCO/HR/CORP/002/2026

Embu Water and Sanitation Company Limited, a private water utility Company fully
owned by the County Government of Embu and with a mandate to provide water and
sanitation services in Embu County is seeking to recruit a self-driven individual for the
position of Plant Operator.
Reporting to the Logistics Officer the successful candidate will be responsible for The
safely and efficiently operating backhoe excavator to perform excavation, trenching,
grading, lifting, and material handling tasks on construction and infrastructure projects.
The operator ensures work is completed according to project specifications, safety
standards, and schedules.

Key Responsibilities
i. Operate backhoe excavator to dig trenches, foundations, and holes.
ii. Perform grading, backfilling, and material loading/unloading
iii. Read and interpret site plans, drawings, and grade stakes
iv. Conduct daily equipment inspection and basic maintenance (fuelling, greasing,
fluid checks)
v. Ensure safe operation around underground utilities, structures, and personnel
vi. Communicate effectively with supervisors, spotters, and ground crews
vii. Follow all company policies, safety procedures, and regulatory requirements
viii. Maintain a clean and organized work area
ix. Report equipment issues, hazards, or incidents promptly
x. Assist with general site duties as required when not operating equipment

TERMS OF EMPLOYMENT
