1. Job Purpose

The Technical Project Manager will be responsible for planning, coordinating, and delivering technical network infrastructure projects, with a strong focus on Fibre-to-the-Home (FTTH), HFC, GPON, Metro Ethernet, and FTTx deployments. The role will ensure projects are delivered within agreed timelines, budgets, quality standards, safety requirements, and approved technical specifications.

The role will coordinate service providers, subcontractors, technical teams, and internal stakeholders throughout the project lifecycle, from planning and design through construction, testing, service acceptance, and handover.

2. Key Responsibilities

Project Planning & Coordination

  • Develop detailed project plans covering objectives, scope, timelines, milestones, deliverables, and resource requirements.
  • Coordinate service providers, subcontractors, contractors, and technical teams throughout fibre network deployment.
  • Monitor project activities to ensure delivery against approved plans, schedules, and Service Level Agreements (SLAs).
  • Identify project dependencies, constraints, and potential delays and implement appropriate corrective actions.

Resource Management

  • Plan and allocate personnel, equipment, materials, and other resources required for successful project delivery.
  • Ensure efficient utilization of project resources throughout the project lifecycle.
  • Implement and maintain quality assurance processes in line with company, HSES, and industry requirements.

Budget & Cost Management

  • Prepare and manage project budgets in line with approved business plans.
  • Monitor project expenditure and ensure delivery remains within approved budgets.
  • Identify cost risks, variances, and opportunities for cost optimization and implement corrective measures.

Technical & Network Management

  • Provide technical leadership in the planning and deployment of HFC, GPON, Metro Ethernet, FTTH, and other FTTx networks.
  • Define, implement, and enforce network architecture standards, design principles, and technical best practices.
  • Ensure network designs maximize reliability, availability, scalability, security, and performance.
  • Monitor network capacity and system performance throughout the construction and deployment workflow.

Quality Assurance & Construction Standards

  • Develop, implement, and supervise quality control measures for network construction and project deliverables.
  • Ensure construction activities comply with approved designs, specifications, industry standards, and company requirements.
  • Conduct quality inspections and ensure identified defects and non-conformities are promptly resolved.
  • Manage and enforce design, construction, technical, and safety quality standards.

Risk Management

  • Identify, assess, document, and monitor project risks throughout the project lifecycle.
  • Develop and implement mitigation and contingency plans for identified risks.
  • Escalate critical risks and issues that may affect project cost, quality, timelines, safety, or customer experience.

Stakeholder Management

  • Serve as the primary technical project contact for internal and external stakeholders.
  • Coordinate communication between clients, vendors, contractors, service providers, technical teams, and internal departments.
  • Provide regular updates on project progress, challenges, changes, risks, and required interventions.
  • Manage stakeholder expectations and ensure timely resolution of project-related issues.

Regulatory & HSES Compliance

  • Ensure all project activities comply with applicable laws, regulations, permits, industry standards, and company policies.
  • Ensure all technical and construction activities comply with HSES requirements.
  • Ensure contractors and service providers adhere to approved safety and environmental standards.
  • Support the implementation of appropriate permits and statutory approvals required for project execution.

Project Reporting & Documentation

  • Prepare and maintain accurate project reports, schedules, trackers, and documentation.
  • Generate weekly project progress reports covering deployment progress, construction milestones, budget performance, risks, and key deliverables.
  • Utilize GIS-based and other project management systems to track network deployment and provide real-time project visibility.
  • Maintain accurate project databases, network records, service acceptance documentation, and handover records.
  • Generate and maintain service acceptance specifications and ensure database integrity across the Group.

Testing, Acceptance & Handover

  • Coordinate network testing, commissioning, service acceptance, and project handover.
  • Ensure completed works meet approved technical, quality, safety, and operational requirements before acceptance.
  • Coordinate resolution of outstanding defects and punch-list items before project closure.
  • Ensure complete and accurate handover documentation is provided to the relevant operational teams.

Qualification Requirements

Academic Qualifications

  • Bachelor’s Degree in Engineering, Information Technology, Telecommunications, Project Management, or a related technical field.
  • Professional certification in Project Management, preferably PMP or equivalent.

Technical Competencies

  • Deep technical understanding of HFC, GPON, Metro Ethernet, FTTH, and FTTx networks.
  • Proficiency in AutoCAD, GIS, network survey tools, and MS Office Suite.
    Knowledge and experience in network design, fibre deployment, construction, testing, commissioning, and service acceptance.
  • Knowledge of relevant network infrastructure standards, permits, regulatory requirements, and technical specifications.
