ENGAGEMENT OF COMMUNITY MOBILIZER
OSF SECURITY AND RIGHTS PROJECT – NAIROBI COUNTY
- Background
The Legal Resources Foundation (LRF) is implementing the Open Society Foundations (OSF)-supported Security and Rights Project aimed at strengthening community-centered security governance, promoting human rights, enhancing police-community relations, and supporting inclusive civic engagement in Nairobi County. The project aims to support local communities, civil societies actors, and government to develop and implement people-centered approach to public safety.
The project also seeks to strengthen community participation in safety and security processes through structured dialogue platforms, community policing engagements, civic awareness initiatives, and strategic collaboration between communities, civil society, and security agencies. To support grassroots coordination and effective community engagement, LRF seeks to engage a qualified Community Mobilizer to support implementation activities in Nairobi County.
- Purpose of the Assignment
The assignment supports community mobilization, stakeholder coordination, participant engagement, and grassroots outreach under the OSF Security and Rights Project in Nairobi County.
The Community Mobilizer will facilitate community participation, building relationships, strengthen local networks, support dialogue processes, raising awareness and ensure effective communication between communities and project stakeholders. The role also includes close coordination with county security agencies and the Office of the County Commissioner.
- Scope of Work
The Community Mobilizer shall undertake the following tasks:
- Mobilize and engage community members and stakeholders to participate in project activities and dialogues.
- Coordinate with community leaders, civil society, security agencies, and the Office of the County Commissioner to strengthen collaborative security and rights-based engagement.
- Facilitate community–security dialogue forums to enhance trust, accountability, and peaceful resolution of security concerns.
- Feedback and Grievance: Act as a focal point for community feedback, identify potential issues that require attention to ensure for smooth project implementation.
- Support information dissemination, stakeholder mapping, documentation, and reporting of field activities and emerging issues.
- Reporting: Document activities, provide accurate regular progress reports to your supervisor
- Expected Deliverables
The Community Mobilizer will be expected to deliver:
- Mobilization plans for project activities in Nairobi County.
- Stakeholder and community engagement databases.
- Successful coordination and participation of stakeholders in project activities.
- Field activity updates and monthly progress reports.
- Community feedback reports and emerging issue briefs.
- Attendance records and supporting documentation.
- Duration of Engagement
The assignment will run for a period of six (6) months from June to December 2026, subject to satisfactory performance and project needs.
- Duty Stations
The Community Mobilizer will support activities within Nairobi County. Travel within project target areas will be required.
- Reporting Line
The Community Mobilizer will report directly to the Project Officer designated by LRF.
- Required Qualifications and Experience
The ideal candidate should possess:
- Secondary School Certificate (KCSE) or equivalent qualification, with demonstrated experience in community mobilization, civic engagement, peacebuilding, human rights, governance, community development, or related social justice initiatives;
- Demonstrated experience in community mobilization, civic engagement, or grassroots programming;
- Good understanding of community security, human rights, governance, or social justice issues;
- Experience working with community structures, civil society organizations, security actors, and local stakeholders;
- Strong interpersonal, communication, and coordination skills;
- Ability to work effectively in diverse community settings;
- Good report writing and documentation skills;
- Familiarity with Nairobi County community dynamics and contexts will be an added advantage.

The successful candidate should demonstrate:
- Strong community engagement, mobilization, and facilitation skills, including the ability to effectively work with diverse community groups and stakeholders;
- Demonstrated stakeholder coordination and liaison skills, particularly in engaging communities, security agencies, the Office of the County Commissioner, and other government actors;
- Ability to facilitate constructive multi-stakeholder dialogue forums that promote trust, accountability, collaboration, and peaceful resolution of emerging security concerns;
- Good understanding of community safety, security governance, human rights, and rights-based approaches to community engagement;
- Strong interpersonal, communication, negotiation, and conflict resolution skills;
- Integrity, professionalism, accountability, and ability to handle sensitive community-security matters with confidentiality;
- Ability to work independently and effectively under minimal supervision;
- Cultural sensitivity, respect for diversity, and ability to work within diverse community settings;
- Strong organizational, coordination, and time management skills;
- Effective information-sharing, reporting, and documentation skills to support project implementation and stakeholder engagement processes.
